Before you buy land to build on the Costa Blanca, ask the town hall for a cédula urbanística, the official certificate that states the plot's classification, its plot ratio (edificabilidad) and whether a house can legally be licensed on it. On most urban coastal plots in the Comunidad Valenciana you can build roughly 0.3-0.6 m² of floor area per m² of land, with occupancy capped around 30-40% and heights of two storeys, but every figure comes from the municipal Plan General, not a rule of thumb. Never pay for land until a lawyer has confirmed in writing that it is suelo urbano (or developable) and that a licencia de obra mayor will be granted.
Buildability, edificabilidad in Spanish, is the maximum built floor area you are allowed to construct on a plot, expressed as a ratio of square metres of building per square metre of land (m²/m²). A ratio of 0.5 on an 800 m² plot means you may build up to 400 m² of floor space. It is the single most important figure when buying land, because it decides whether your dream villa actually fits the rules.
Plot ratio never travels alone. Three limits work together and the strictest one controls your design:
You check buildability through the municipal Plan General de Ordenación Urbana (PGOU) and confirm it with a cédula urbanística issued by the Ayuntamiento (town hall). The cédula is a short official certificate, request it before signing any arras, that names the plot's land classification, its zoning category (clave urbanística), the applicable ratio, occupancy, height and setbacks, plus any restrictions.
In practice, the sequence on the Costa Blanca looks like this:
This matters hugely because land classification determines whether you can build at all. Our guide to suelo rústico vs urbano on the Costa Blanca explains why a cheap "plot" in open countryside often cannot be legally developed as a home.
There is no national plot ratio, each municipality sets its own in its PGOU, and the figures below are typical ranges for residential plots, not guarantees. Use them to sanity-check a plot, then verify with the town hall.
| Coast / Region | Typical edificabilidad (m²/m²) | Typical occupancy | Common height |
|---|---|---|---|
| Costa Blanca (C. Valenciana) | 0.3 - 0.6 | 30 - 40% | 2 storeys |
| Costa Cálida (Murcia) | 0.3 - 0.5 | 30 - 35% | 2 storeys |
| Costa del Sol (Andalucía) | 0.3 - 0.5 | 25 - 40% | 2 storeys |
| Costa Almería (Andalucía) | 0.3 - 0.5 | 25 - 35% | 2 storeys |
Low-density villa urbanisations near the coast usually sit at the bottom of these ranges; plots in town centres or designated higher-density zones can go well above them. In Andalucía the planning framework is the LISTA (Ley 7/2021 de Impulso para la Sostenibilidad del Territorio de Andalucía); in the Comunidad Valenciana it is the LOTUP (Texto Refundido Decreto Legislativo 1/2021). Both devolve the numbers to each PGOU.
To build a house you need a licencia de obra mayor (major works licence) granted by the town hall, based on a full project (proyecto de ejecución) signed by a registered architect and approved by the relevant professional college (Colegio de Arquitectos). You cannot lay a single block legally without it, and buying land on the assumption that the licence is a formality is the costliest mistake self-builders make on the Costa Blanca.
Realistic timings in 2026:
You pay the ICIO (Impuesto sobre Construcciones, Instalaciones y Obras), a municipal construction tax usually around 2-4% of the project budget, plus the licence fee. When the house is finished you then need a first occupation licence and a cédula de habitabilidad before you can connect mains utilities and legally live in it.
Buying a plot of land is a property purchase, so the standard transfer taxes apply to the land itself, and the construction is taxed separately through the ICIO and your builder's invoices. Getting this split right changes your budget significantly.
When you buy a plot from a private seller, you pay transfer tax (ITP) on the land. For deeds signed from 1 June 2026 the Costa Blanca (Comunidad Valenciana) resale ITP is 9% (Ley 5/2025; an 11% band applies above €1M), the Costa Cálida (Murcia) rate is 7.75% (Ley 3/2025), and both Andalusian coasts, Costa del Sol and Costa Almería, are 7%. When you buy a plot from a developer or company as a business sale, it usually carries 21% IVA plus AJD stamp duty instead.
| Coast / Region | Transfer tax on the plot (ITP) | Source |
|---|---|---|
| Costa Blanca (C. Valenciana) | 9% (11% above €1M) | Ley 5/2025 |
| Costa Cálida (Murcia) | 7.75% | Ley 3/2025 |
| Costa del Sol (Andalucía) | 7% | Junta de Andalucía |
| Costa Almería (Andalucía) | 7% | Junta de Andalucía |
Crucially, ITP is calculated on the higher of the agreed price or the valor de referencia set by the Catastro, so if you negotiate a bargain on a plot below its reference value, the tax office (Agencia Tributaria) still taxes the reference figure. On top of the tax, budget notary (~0.2-0.5%), land registry (~0.1-0.25%), a lawyer (~1% + IVA) and a gestoría (~€300) for the land purchase, then the ICIO and professional fees on the build. Many self-builders compare the whole picture against buying ready-made in our guide to off-plan vs resale on the Costa Blanca.
Even a correctly classified suelo urbano plot can carry restrictions that reduce or block what you build. Check each of these before the arras, not after.
Plots near the shoreline fall under the servidumbre de protección of the Ley de Costas (Ley 22/1988), which imposes setback zones from the public maritime-terrestrial domain. These can severely limit or prohibit building near the water. Our dedicated guide to Ley de Costas setback zones and the wider coastal flood and Ley de Costas risk guide explain how to read the demarcation.
A buildable plot is useless without a legal water supply and drainage. On town-edge urbanisations the connections exist; on isolated plots you may face boreholes or costly extensions. See our guide to rural property water, boreholes and connections.
If the plot is in a sector still being developed, you may owe cargas de urbanización, your share of the roads, pavements and services. Understand who maintains the estate in our Costa Blanca urbanisation upkeep guide.
Mediter currently lists 8,202 properties across Costa Blanca South, Costa Blanca North, Costa Cálida, Costa del Sol, Costa Almería and Mallorca. Many buyers who start out hunting for a bare plot end up comparing it against our new-build villas on serviced urbanisations around Rojales, Algorfa, Los Montesinos and San Miguel de Salinas on the Costa Blanca South, where the buildability, licence and connections are already resolved by the developer. If you do want to self-build, our local team can tell you which zones a plot sits in before you commit.
No. Only plots classified as suelo urbano or developable in the municipal PGOU can carry a new home with a standard licencia de obra mayor. Plots classed as suelo rústico (non-developable) have far stricter rules and often cannot be built on at all.
Request the cédula urbanística from the town hall's planning department (urbanismo). It states the plot ratio, occupancy, height and setbacks that apply to that specific plot under the PGOU.
Allow roughly 3-8 months for the licencia de obra mayor after you submit a complete architect's project, longer in busy municipalities or where external reports are needed. The design and project stage adds another 2-4 months before that.
From a private seller you pay transfer tax (ITP) on the plot, 9% on the Costa Blanca (Ley 5/2025), 7.75% on the Costa Cálida (Ley 3/2025) and 7% on the Costa del Sol and Costa Almería, calculated on the higher of the price or the Catastro valor de referencia. From a developer selling as a business, the land usually carries 21% IVA plus AJD instead.
If the plot is near the shore, the Ley de Costas (Ley 22/1988) imposes protection setbacks that can limit or prohibit building. Always check the demarcation before you buy.
